How to control the changes in business FIX COST model？Client more prefer to sign FIX COST contract to avoid their own risks, but run Agile to 'welcome the change', add more request. Otherwise, they will leverage the problem to pay nothing. Bargain between each others constructed lose lose situations.

Want to understand what "true Scrum" really means. After participating the "Scrum Master by ScrumInc" course, and finishing reading the book 《Scrum:the art of doing twice the work in half the time》，I realized the message Jeff wants to deliver to us has some major differences compare to other Scrum certification Orgs -- "Happiness" and "Refinement" was very rarely mentioned in other certified Scrum trainings, even in Scrum Guide, it's only mentioned once. Is this the major differences which limited the Scrum can achieve only 30% performance increase? (Instead of 300%-400%).
“Authorities” refuse to take changes in fear of losing power, or say absolute control to be exact, especially in eastern enterprises with strict hierarchical management culture. Which kind of change, in your opinion, can scrum bring to these enterprises, without being opposed by those “authorities”?
